Can You Paint Over Wallpaper or Does It Need to Be Removed?

In most cases, wallpaper should be removed before painting, not painted over. Painting over wallpaper can trap moisture underneath, cause the paper to peel or bubble later, and often looks uneven since seams and texture show through the new paint. There are narrow exceptions — a well-adhered, smooth, non-textured wallpaper in good condition — but even then, most professional painters recommend removal for a lasting result, especially in Houston's humidity.

A homeowner in Upper Kirby tried to save time by painting directly over a floral wallpaper in her guest bedroom. Within a few months, the seams started showing through the fresh paint, and trapped humidity caused the paper to peel loose at the corners. She ended up paying to have both the paint and the wallpaper stripped and redone from scratch — more total cost than if she'd removed the paper first.

“Paint doesn't stick to wallpaper the way people hope — it sticks to the paper, and the paper's still doing whatever it was already doing underneath,” Yuri Lorenzsonn, owner of Fresh Coat Painters of West Houston, said. “In a humid city like this, that usually means it's coming loose within a year, not ten.”

Why Painting Over Wallpaper Usually Fails

Wallpaper seams, texture, and adhesive all telegraph through a fresh coat of paint, especially once humidity gets involved. Houston's moisture works its way behind wallpaper more easily than in drier climates, softening old adhesive and causing the paper to lift, bubble, or peel — and once that happens, the paint on top goes with it. Older homes throughout River Oaks, Tanglewood, Bellaire, West University Place, Southside Place, Meyerland, and the Museum District often still have original wallpaper under later renovations, and painting directly over it tends to surface problems that were hiding for decades.

The Narrow Exception: When It Might Work

A smooth, non-textured wallpaper that's fully and evenly adhered, in a room that isn't especially humid, is about the only scenario where painting over it has a reasonable shot at holding up — and even then, it's a gamble compared to removal. In established neighborhoods like Afton Oaks, Briargrove, the Galleria Area, Hilshire Village, Memorial Villages, Piney Point Village, Hunters Creek Village, and Bunker Hill Village, older wallpaper is often textured, embossed, or grasscloth, all of which make painting over it look uneven no matter how well it's adhered.

If you do go this route, an oil-based (or shellac-based) primer is essential, not optional. A standard water-based primer can reactivate old wallpaper paste, causing exactly the bubbling and lifting you're trying to avoid. An oil-based primer seals the paper without introducing that moisture, and it also does a better job blocking the seams and pattern from showing through the topcoat.

The seams themselves also need to be floated — skim-coated with joint compound and feathered out — before priming. Without this step, every seam line telegraphs through even the best paint job, no matter how good the primer is.

What Wallpaper Removal Actually Involves

Proper removal starts with scoring or steaming the paper to break the seal, then peeling it away along with the backing. After that, the wall needs any remaining adhesive cleaned off, small repairs or skim-coating where the surface is uneven, and a coat of primer before paint goes on. It's more work than painting straight over the paper, but it's the difference between a wall that looks right for years and one that starts showing problems within months.

Houston's Humidity and Wallpaper Adhesive

Houston's year-round humidity is tougher on old wallpaper adhesive than most climates, which is part of why painting over it here is riskier than it might be somewhere drier. Moisture trapped behind wallpaper can also create conditions for mold to develop unseen, which is one more reason full removal is worth the extra step rather than sealing a problem in behind fresh paint. Bungalow-era homes in Houston Heights, Garden Oaks, Oak Forest, Timbergrove, Montrose, Rice Military, Rice Village, and Hedwig Village — including ZIP codes like 77018 and 77007 — often have layers of wallpaper going back decades, and full removal is usually the only way to know what's actually underneath.

What Happens If You Paint Over It Anyway
